insight of the month
According
to the U.S Department of Justice's National Institute of Corrections,
there are only two factors that impact jail population size:
- number of inmate admissions, and
- average length-of-stay (ALOS)
Report of the month
Many counties have access to admissions data,
though find that ALOS is a challenge to calculate.
The Population Drivers and Trends report, part of the standard
JPASonline report package, provides these factors automatically on a
daily basis. The sample below shows, for a typical county, the trend in
number of admissions (yellow line) and ALOS (blue bars).

Is your population on the rise? If so, this report will show you if
the increase is due to an increasing number of admissions, increasing
ALOS, or both. Either of these trends can help you assess whether
your county's crime policies are cost-effectively delivering the
intended results. To see the next level
of detail — the charges for which ALOS has been increasing — use other standard reports, or create
your own.
Next month's Insight: using JPASonline to automatically identify potential early release candidates.
